Became Alan Buckley's first summer signing of the summer after agreeing a move from League One side Tranmere.
The 28-year old, who can play at right back on centre back, worked his way through the youth system to the first team at Middlesbrough and made more than 50 Premiership appearances while also gaining five caps for Scotland.
He signed for current Rovers boss Ronnie Moore at Rotherham in 2004 before joining promotion-chasing Hull City in January 2005.
Robbie was a regular for Rovers over the past two seasons, making over 80 appearances.
